A Vision for the Future
Councilman Tommy Cones has devoted himself to making sure League City has the resources it needs to thrive. Working alongside his council colleagues and city staff, he has helped build a vibrant, growing city while keeping the tax rate as low as possible for residents.
A Well-Managed Budget
A budget that builds on revenue growth while lowering the cost of government. The city has received the Government Finance Officers Association’s Distinguished Budget Presentation Award for several consecutive years and holds an exceptionally strong credit profile with an AA+ rating from S&P Global Ratings.
Fair Tax Policies
Tax policies built around the No-New-Revenue rate have lowered League City’s tax rate from $0.6300 to $0.36355 per $100 valuation — a reduction of 26.6 cents.
Higher Homestead Exemptions for Seniors & Disabled Residents
Tommy has been a steadfast advocate for League City’s senior and disabled residents, leading the push to raise the homestead exemption from $45,000 to $200,000 — real financial relief for people who have given so much to this community.
Growing Sales Tax Revenue
Sales tax is the second-largest source of funding in the city’s General Fund. League City saw consistent growth from 2021 to 2025, and 2027 revenue is forecast at $31.77 million. With continued planning and growth, these revenues are expected to rise 4–6% a year on average, helping take pressure off property taxes.
Water Quality & Availability
Tommy supports an advanced smart water management system that monitors and optimizes water use. Planning now for sustainable water practices will keep League City’s water resources secure for generations to come.
Effective Traffic Solutions
About $20.40 million is allocated in fiscal year 2027 for sidewalks, traffic signals, and new roadways. The city is installing and upgrading traffic signals with smart adaptive technology, networking, logic programming, and fiber connectivity.
Street Lighting
The city is negotiating with Texas-New Mexico Power and CenterPoint Energy to acquire all existing streetlights within city limits — lowering costs, speeding up repairs and replacements, and improving safety in residential and commercial areas.
Comprehensive Flood Management
The city’s five-year Capital Improvement Plan anticipates $807,108,125 in infrastructure investment, including streets, traffic systems, drainage, and facilities. A plan for future growth — and for finishing existing flood projects — protects the investments of current taxpayers.
Public Safety
As a longtime public safety professional, Tommy has championed stronger police, fire, and EMS departments. He pushed for new fire stations on the west side to maintain the city’s ISO rating, with approximately $40.89 million allocated for future stations, and has started budget discussions on new ambulances and personnel.
Strong Economic Development
In 2025, League City issued permits for 704 new homes, welcomed 70 new businesses, attracted more than $78 million in commercial investment, and saw a 2.7% increase in sales tax revenue over 2024.
Grand Parkway Enhancements
The Grand Parkway, scheduled for completion by 2031, is expected to bring significant economic benefits to League City — especially the western corridor — and to improve hurricane and severe-weather evacuation routes.
